Zhejiang Post & Telecommunication Construction Bureau was founded in February 1959 and granted National Grade-A Post & Telecommunication Project Constructor by the Ministry of Construction in 1993. In February 2002, we were granted License of Grade-A Enterprise in Communication and Information Network Integration by the Ministry of Information Industry. In June 2002, we were approved Grade-A General Contractor of Communication Construction by the Ministry of Communication. In October 1999, we received Import and Export Enterprise Qualification Certificate of the People’s Republic of China from the Ministry of Foreign Trade and Economic Cooperation. In August 2003, we got Quality Management System Certification from Beijing Zhongshe Certification.

Zhejiang Post & Telecommunication Construction Bureau is the only communication infrastructure constructor having the Grade-A License for General Contractor of Communication Construction in Zhejiang. Over our 40 plus years of history, we have been viewing construction quality, good services and production safety as the first priorities. We have fulfilled tens of hundreds of communication engineering projects, executing the contracts as scheduled with high quality and high efficiency, and won high remarks from our clients. Most of the projects we undertook have been appraised as high-quality projects by the former Ministry of Post & Telecommunication and the Ministry of Information Industry. Since 1987, we have received the honor of “contract-complying and promise- keeping organization” of Hangzhou for 16 years in a row. Moreover, since 1997, we have received the honor of “contract-complying and promise- keeping organization” of Zhejiang for 6 years in a row.

Zhejiang Post & Telecommunication Construction Bureau was registered at Zhejiang Provincial Administration for Industry and Commerce with a registered capital of RMB30 million yuan. We are an independent state-owned corporation. Our total assets amounted to RMB450 million yuan at the end of 2003, of which, fixed assets RMB66 million yuan. We have 1600 plus employees. Among them, 455 persons have graduate and undergraduate diplomas, 16 persons own senior professional titles, 77 persons own middle-level professional titles, and 30 persons are level-I or level-II project managers. At present, there are seven departments and two offices, namely Marketing Department, Business Management Department, Human Resource Department, Planning and Finance Department, Engineering Technology Department, Sourcing Department, Security Department, General Office and Office of Chief Engineers. There are five specialized subsidiaries (Communication Survey & Design Institute, Non-Excavation Construction Company, Communication Equipment Technology Company, Network Technology Company and Intelligent Network Company), dealing in various communication-related businesses and producing communication equipment. There are three maintenance centers (Equipment Maintenance Center, Line Maintenance Center and Network Maintenance Center), providing maintenance services for various operators. There are nine engineering support centers, providing powerful quality and technology assurance for the smooth operation of the whole company. There are five in-province sales companies and six out-of-province sales companies, allowing our businesses to extend all over China. We have created a Zhejiang-base brand in China’s communication construction companies.

In the past, we could only undertake communication engineering. Today, we are able to provide integrated services from communication engineering design, construction, maintenance and communication equipment production. In the past, we could only provide construction within the industry. Today, we are able to provide complete and diverse services for all communication operators, middle-to-big-sized communication equipment producers, and intelligent buildings. Under the leadership of our management, we have taken a stable market share, extended our services and created our brand in the upsurges of economic reform and system reform. We have become a comprehensive company integrating design, construction, maintenance, and service in one. Our engineering technology, construction quality, construction safety, business reputation and business size all enjoy a leading position in China’s communication construction companies.

Our businesses include the primary survey and design, construction and installation, test and putting into use of telephone exchange equipment, digital transmission equipment, broadband information network equipment, intelligent system integration, mobile communication equipment, microwave communication equipment, power transformation and distribution equipment for communication, and steel towers and masts. We also undertake various communication optical -related projects including optical cable, communication cable and communication pipe (including non-excavation) engineering. We have specialized construction capacities for various communication projects including long-distance mainline optical cable laying, connecting and mobile communication equipment installation, SDH optical transmission, WDM（Wavelength Division Multiplexing）system, digital microwave communication, SPC exchange, long-distance, city and rural telephone line engineering, overhead network construction, network maintenance services and so on. We enjoy a leading position particularly in communication pipe laying, communication network establishment, overhead optical network construction, network maintenance service, and equipment installation and construction in the industry of China. In recent years, we have achieved good business performance in optical network maintenance and PAS maintenance. We are also among the pioneers in overhead optical network and network maintenance services and have established our own resources management system.
